The intent is to incentivize and streamline such development in these areas.Variance Process Lands (VPLs). Designation on BLM-administered lands that are available for solar, wind, and geothermal renewable energy development. Renewable energy projects on VPLs have minimal streamlining and must comply with a specific set of CMAs. Renewable energy applications in VPLs will follow the variance process described in the Western Solar Plan ROD.
